Heartbreaking footage of an elderly dog has gone viral after it appeared to show the poor canine left outside during a blizzard from Storm Jonas
The woman who captured the footage in Brooklyn, New York, claimed on Facebook that the dog was left in a hut with no insulation, despite being 16 years old and suffering with arthritis.
She also claims the mistreatment of the animal has gone on for 13 years and this is not an isolated incident.

71st precinct is now investigating and animal care and control going over tomorrow. Thanks for all your calls. 13 years we neighbors have listened to these suffering animals while the owners kept tossing them out right after the police ASPCA walked out the door. Maybe something good will finally happen [for] the dogs.
I sincerely hope she is right as such shocking neglect is beyond cruel.
