Apparently, the ratings are based on each individual player’s performance over a 365 day window, and include how they performed in both domestic and cup matches.
EA have released a full top 50 list which you can check out here, and will be releasing info on more players, as well as club ratings, before it drops on 22 September. For now though, here’s the top 10 players in FIFA 16:
