The incident is not being treated as a suspected terror attack. Xiandaikuaibao said on its site that a witness had said the explosive appeared to have been a bottle of cooking gas being used by a food vendor nearby.
Local police, fire services and paramedics arrived at the scene by the time the official statement was given.
Feng County officials continue to investigate the case.
Kindergartens in China have been struck in the past in revenge attacks undertaken by people holding grudges against their neighbourhood.
